The World Service Conference Literature Committee (WSCLC) received a considerable amount of input from addicts over a nine year span, all along issuing periodic Review and Inputs drafts to the fellowship before finally issuing the final form for conference approval in 1998. Going back through the (WSCLC) cycles.

1992: Step writing guides. We are proposing that the step writing guides be moved to the "A" work list. A number of these guides were originally submitted by members of the fellowship as source material. Generally, these guides exist in a worksheet format with questions related to each step. You may recognize this piece by the "Sponsor /Sponsee Worksheet" title, which is one of the prototypes we have in our files. During the 1990-1991 conference year, source material was sent to regional and area literature committees for further evaluation and development. We believe that we have accumulated the source material and input from committees necessary to begin working on a review form of this project.
1993: MOTION 19 - To approve the following as the WSC Literature Committee's "A" work list for the 1993-94 conference year: Narcotics Anonymous Step Working Guides.

1996: Motion 10 - To approve the WSCLC's "A" worklist for the 1996-97 conference year: Narcotics Anonymous Step Working Guides, and a sponsorship booklet.
1996-97 WSCLC "A" WORK LIST: Narcotics Anonymous Step Working Guides -- This project is currently in a committee draft stage. These drafts were developed during the 1992-93 conference year by a WSCLC working group using existing drafts and fellowship input. The format for the Narcotics Anonymous Step Working Guides calls for a narrative portion interspersed with questions. To date, the questions have been compiled from the source material by WSCLC members. The narrative portion has yet to be developed, although source material has been targeted by the WSCLC. During the 1993-94 conference year, a project plan/timeline was developed. This plan is being revised to accommodate a three-year time-frame. The schedule calls for the factoring of fellowship input during conference year and a review-form draft to be completed by the 1998 World Service Conference.
1997: Motion 10: To approve the WSCLC's "A" worklist for the 1997-98 conference year: (1) Step Working Guides.
WSCLC 1997-98 "A" WORK LIST: Step Working Guides -- Continuing this project is in keeping with last year's decision of the World Service Conference that it be the priority project of the WSCLC. By the time the Conference Agenda Report is published, we will have sent out the review-and-input drafts for Steps One through Four and be well into developing the review-and-input drafts for Steps Five through Eight, which will be sent out shortly thereafter. The current timeline being used calls for this project to be submitted in final form in the 1998 Conference Agenda Report for approval at that year's WSC. The format for the Step Working Guides has narrative interspersed with questions. The source material for this project has come from many regional and area literature committees. It is extremely important that all regional and area literature committees take part in the review-and-input phase of this project.
1998: WSCLC: The Narcotics Anonymous Step Working Guides -- The WSCLC in keeping with last year's decision of the World Service Conference has completed this project which had been on the WSCLC "A" list for several years. This book, a companion piece to It Works: HOW and WHY, is an additional tool for the members of Narcotics Anonymous to further develop their personal recovery. As it went through the development stages ("D" and "C" list) it reached a stage where it was ready for final development. Per the decision of the World Service Conference it was made a priority project of the WSCLC by its inclusion on the "A" list. There was more input received and participation by regional and area literature committees than any literature project in the last nine years. We believe that this is indicative of its importance to our fellowship. With this sentiment and an expression of gratitude the WSCLC submits the following motion for approval: Motion 23: To approve The Narcotics Anonymous Step Working Guides, as shown in Addendum I. Intent: Adoption of this motion will place the Narcotics Anonymous Step Working Guides in the WSO inventory as NA fellowship approved literature. Policy affected: This motion would not amend any WSC policies. Financial Impact: The identifiable cost associated with this motion is approximately $3,700. Income over direct production costs of printing could be as much as $16,500 during the first year of availability. APPROVED BY THE CONFERENCE.
